Each year between 5 and 6 people in the UK are killed when trees or branches fall on them. Around 3 people are killed each year by trees in public spaces (HSE).
Whilst in reality the risk is low … it may not be perceived in this way by the public. Climate change, our environment, inspection, maintenance regimes and disease all affect the stability of our trees. Duties are placed upon us under the Health and Safety at Work Act and in addition, there are other reasons why local authorities (as duty holders) and others may want to better manage their tree stocks to reduce the risk of injury and the possibility of civil claims:
